Vertical Identity is a Phoenix-based DOT compliance and screening company. We run random drug testing consortia, Clearinghouse queries, driver qualification file management, and audit prep for roughly 3,000 motor carriers nationwide — from one-truck owner-operators to fleets of hundreds.
Who we are
Vertical Identity (Hope Capital LLC dba Vertical Identity) is a DOT compliance and screening services company headquartered in Phoenix, Arizona. We have served motor carriers and owner-operators nationwide since 2015 — providing the full range of services needed to stay compliant with FMCSA regulations and keep operating authority in good standing.
Roughly 70% of our revenue comes from DOT consortium services (random drug testing, MVR, PSP, BGC, Clearinghouse, physicals). The other 30% is corporate background screening through our sister site verticalid.com. We are women-founded, operator-owned, and deliberately small enough that you talk to a human on the phone — but big enough to operate at scale.
What we do
Our core business is making DOT compliance simple. We manage random drug testing consortia, process background checks and driving records, handle Clearinghouse registrations and queries, and provide the tools and support motor carriers need to focus on what they do best: moving freight.
DOT random drug testing
Our consortium program handles end-to-end random selection: scientifically valid quarterly draws, SMS + email notifications, QuickApp routing to the nearest of 20,000+ collection sites, MRO review on every result, Clearinghouse filing on any positive or refusal, and the audit-ready records to back it all up. We serve owner-operators with a single truck all the way up to fleets with 295 drivers on a flat-rate plan. Plans start at $85/year for the first driver.
Driver screening
A complete suite of screening services — MVR checks, PSP reports, criminal background checks, CDLIS reports, Clearinghouse queries, and DOT physicals. Compliance support
From BOC-3 filings and UCR registration to MCS-150 reminders and new-entrant audit preparation, we handle the paperwork and the deadlines. Our compliance team monitors every member's authority status through SAFER and alerts proactively when something needs filing — before it becomes an out-of-service issue.
Driver qualification file management
We host every member's DQF folders in our document portal — applications, MVRs, road tests, medical cards, and 49 CFR 391-required records. Pull any record at any time. Auditors love it because it is one click instead of a banker's box.
How we are different
Operator-owned
Sarah Hope (founder) runs the business. Every product decision, every pricing decision, every customer support escalation goes through someone who actually knows the regulations and answers the phone. That is unusual in compliance — most C/TPAs are private-equity-owned or insurance-broker-adjacent. We are not.

Modern tooling, federal-grade rigor
We built the member portal — order tests, add drivers, pull DQFs, view random selections — instead of running on the off-the-shelf software most consortia use. The QuickApp digital workflow, the same-day Certificate of Enrollment, the ZIP-routed collection-site dispatch: all built in-house. Every workflow is grounded in 49 CFR Part 40, Part 382, and Part 391 — we cite the rule when we explain a process.
