What is a drug testing consortium?

A drug testing consortium (also called a random drug testing program or random pool — same thing) is a group managed by a Third Party Administrator (C/TPA) that handles random drug and alcohol testing for multiple DOT-regulated employers and owner-operators under one umbrella. Vertical Identity is the C/TPA — we run the random selections, notify you when you're picked, and report to FMCSA.

FMCSA mandates that companies meeting any of the following criteria have a drug and alcohol testing program in place:

  • A truck driver holding a Commercial Driver's License (CDL) who drives a vehicle over 26,001 lbs GVWR
  • A driver of a tow truck with combined GVWR of 26,001 lbs or more (including a towed unit over 10,000 lbs)
  • A driver of DOT-placarded vehicles under hazardous material regulations
  • A driver of a vehicle designed to transport 16 or more passengers

Every employer is responsible for complying with 49 CFR Part 40 and 49 CFR Part 382. Joining a consortium is the only way for owner-operators (and the most affordable way for small carriers) to meet these requirements.
