You're the operator. We adapt to how you actually run.
Owner-operator solo. Small fleet where the boss is still driving. Or a 50-truck fleet with multiple HR hiring managers running corporate background checks. Same compliance work, three different shapes — pick the one that fits.
You got into trucking to drive. Not to chase paperwork.
One truck, one driver, one DOT number — and FMCSA still requires a full random pool, Clearinghouse query, MVR, and audit binder. We're the back office that handles all of it for $85/yr so you can keep your authority active and stay on the road.
- Same-day enrollment + Certificate of Enrollment
- Random pool, MVRs, Clearinghouse — all from one portal
- Real human at (602) 899-1606 when you need one
You're driving AND managing other drivers. We become your admin arm.
You're the in-between fleet — too big to ignore Clearinghouse, too small to hire a dedicated DER or compliance officer. The owner is usually still behind the wheel. We handle random selections, MVR monitoring, audit prep, driver onboarding, and all the back-office paperwork so you can focus on dispatching loads, not chasing forms.
- Add or remove drivers in seconds — pool placement automatic
- Bulk driver onboarding with QuickApp consent links
- Audit-ready binder kept current in your portal
- Fleet plan: $295/yr flat for unlimited drivers
Multiple HR managers. DOT and non-DOT screening. Corporate-level reporting.
Built for the operations team running 50+ drivers across multiple terminals — with HR hiring managers who need role-based portal access, DOT random pool plus non-DOT pre-employment screening for office staff, and corporate-level audit logs. Same VI consortium backbone, layered with enterprise tooling.
- Role-based portal access for multiple hiring managers
- DOT random pool + non-DOT background screening in one place
- Corporate billing and consolidated reporting
- ATS integrations + bulk driver lifecycle management
What every random drug testing program includes
Both Owner-Operator and Fleet random drug testing programs cover every FMCSA random testing requirement under 49 CFR Part 382. You're audit-ready from day one.
- FMCSA-compliant random pool — computer-randomized selection at the rates FMCSA publishes annually (currently 50% drug / 10% alcohol). Selections are spread across all four quarters per regulation.
- Pre-employment drug testing — every new CDL driver tests negative before performing safety-sensitive functions. Order through our portal, results in 24–72 hours.
- 20,000+ nationwide collection sites — drivers find a clinic within a few miles wherever they are. Same-day appointments at most locations.
- Medical Review Officer (MRO) included on every test — non-negative results are reviewed by a licensed MRO before being reported.
- Same-day Certificate of Enrollment — proof of consortium membership for your audit binder, inspectors, and brokers. Issued the moment you enroll.
- D&A policy + DOT guidebook — the written drug and alcohol program FMCSA requires every employer to have on file. We provide both.
- VID as your Clearinghouse C/TPA — designated to manage your driver violation records in the FMCSA Clearinghouse.
- 24/7 post-accident testing line — when a qualifying accident happens, we route you to the nearest collection site immediately.
Who needs the Post SAP Management Program?
The Post SAP program is for CDL drivers who have:
- Tested positive on a DOT drug or alcohol test
- Refused to take a required DOT test
- Otherwise violated DOT drug and alcohol regulations
Drivers in this situation are removed from safety-sensitive duties and cannot return until they complete the SAP return-to-duty process. The process is detailed and document-heavy — a directly-observed return-to-duty test, at least 6 follow-up tests in the first 12 months, and continued follow-up testing for up to 60 months. We manage the schedule, the testing, and the FMCSA Clearinghouse reporting for $240 per year, per driver.
Carriers can enroll a driver in this program on the driver's behalf, or drivers can enroll themselves directly. Read the full SAP program details →
Other services we offer alongside our programs
Most members pair their consortium with a few additional compliance services. These are flat-priced add-ons, not bundled into the program itself:
One-time FMCSA process agent designation, never expires.
Federal Unified Carrier Registration filed for you each year.
FCRA-compliant background checks on every applicant.
Reasonable-suspicion training required by 49 CFR 382.603 — online, same-day certificate.
Network of DOT-compliant medical examiners nationwide.
Pre-employment and annual queries handled correctly the first time.
How to pick the right program
- Solo owner-operator — Owner-Operator at $85/yr.
- 2–8 CDL drivers — Owner-Operator at $85 first driver + $25/yr each additional. Math: 5 drivers = $185/yr total.
- 9+ CDL drivers — Fleet at $295/yr flat. The break-even point is around 9 drivers — any larger and Fleet is cheaper.
- Driver with a positive test or violation — add Post SAP Management ($240/yr) on top of whichever consortium plan they belong to.

Frequently Asked Questions
What's the difference between Owner-Operator and Fleet plans?
Owner-Operator is $85 per year for the first driver and $25 per year for each additional driver — best for solo operators or small carriers under about 8 drivers. Fleet is a flat $295 per year for unlimited drivers — best for any operation with 9+ CDL drivers. Both include random pool placement, member test pricing, and FMCSA compliance documentation.
Do I need to enroll in a consortium if I'm an owner-operator?
Yes. FMCSA requires every owner-operator with their own DOT authority to belong to a registered C/TPA (consortium). You cannot legally self-administer your own random drug and alcohol testing program as a single-driver operation.
What is the Post SAP Management Program?
It's our $240 per year program for CDL drivers who have a positive DOT drug or alcohol test, a refusal, or another DOT violation, and need to complete the return-to-duty process. We coordinate the SAP, schedule the directly-observed return-to-duty test, manage the 6+ follow-up tests required in the first year, and report everything to the FMCSA Clearinghouse.
Can I switch programs later?
Yes. If you start as an Owner-Operator and grow past 8 drivers, switching to Fleet typically saves money. We can move you mid-year and prorate the difference. Call (602) 899-1606 to make the change.
Are there any setup fees or contracts?
No setup fees, no annual contracts, no cancellation penalties. Membership is annual and renews automatically. Cancel anytime — we mail your records back at no cost.
