Owner-operator random drug testing, handled.
Solo owner-operators can't self-administer FMCSA random testing — and you can't open a direct nationwide network account either. We give you both: a DOT-compliant random pool plus nationwide network access at $85/yr first driver, $25/yr each additional. Same-day Certificate of Enrollment.

Why can't solo owner-operators go direct?
Two doors are closed to you as a one-truck operator. FMCSA closes the first — you cannot legally run your own random testing program. The lab industry closes the second — direct accounts at the nationwide drug testing network are enterprise-only, and the walk-in retail price runs into the hundreds per test. A consortium isn't just the cheapest path. It's the only path that gets you in at member rates.
FMCSA closes the self-administration door
49 CFR Part 382 requires a third-party C/TPA to run your random pool. You cannot pick yourself, you cannot administer your own MRO review, and you cannot self-report to the Clearinghouse. The regulation specifically blocks single-driver self-management — for obvious reasons.
Nationwide network access is enterprise-priced
The nationwide drug testing network has 20,000+ collection sites in all 50 states — but direct accounts are reserved for enterprise customers (large carriers, hospital systems, Fortune 500). For solo operators, the only walk-in option is paying retail, which runs hundreds per test if you can even find a willing site. Through us, you get the same nationwide network at $69/test member pricing — same labs, same MRO, same chain-of-custody.
We're your C/TPA AND your partner — not the police
FMCSA requires a C/TPA. What we are isn't a regulator chasing you down — we're the back-office partner keeping both of us compliant. We send you the random selections, route you to the nearest site, walk you through the QuickApp, MRO-review every result, and file the Clearinghouse paperwork. You drive. We handle the rest. That's the deal.
One portal. Every driver compliance product. Member pricing.
Most consortiums (consortiumpool, dotcompliancegroup, neweradrugtesting) sell only drug testing. We bundle everything an owner-operator needs to stay road-legal — drug tests, MVRs, Clearinghouse queries, background checks, PSP, even your DOT physical — in a single member portal at member rates. No separate accounts, no separate logins, no juggling vendors.
DOT drug test
Pre-employment, random, post-accident, reasonable suspicion — same price for any reason. nationwide drug testing network, e-CCF, MRO-reviewed.
BAT (alcohol)
DOT breath alcohol test at any nationwide network collection site. $128 for the drug + BAT combo when both are required.
DOT physical
National Registry-certified medical examiner. Long-form medical card upload to your portal. Most consortiums don't offer this at all.
MVR by state
Order your own driving record from any state directly through the portal. State-specific pricing (Texas $14, California $7, etc).
Clearinghouse query
Pre-employment and annual queries when leased on with a carrier. We're your designated C/TPA — full-query consent on file.
Background check
SSN trace, county criminal, sex offender registry — for owner-ops onboarding to a new carrier or running your own DQF.
PSP report
Pre-employment Screening Program report — your last 5 years of inspection history and 5 years of crash history straight from FMCSA.
BOC-3 filing
Lifetime process agent filing in all 50 states. Required for new authority and for owner-operators leased to multi-state carriers.
Look at any other consortium's site. You won't find this list. Most send you to a third party for MVRs, PSP, and physicals. We don't.
VI acts as your DER. Selections come straight to your phone.
You're both the employer and the only driver — there's no second person to designate as the receiver of selections. So we serve as your Designated Employer Representative (DER). When the random number generator picks you, the QuickApp is sent directly to your phone. No relay, no middle step, no employer to chase.
Quarterly random selection
Our scientifically valid computer-based RNG picks drivers from your pool every quarter, at the FMCSA-mandated 50% drug / 10% alcohol annual rates. Each pool member has equal chance of selection regardless of past selections — no bias, no patterns. Selections are timestamped and audit-trail logged.
Direct notification to your phone
SMS plus email with the QuickApp and the nearest of 20,000+ nationwide network collection sites — automatically routed to wherever you are that week. You walk in, give a sample, walk out. The test must happen as soon as practicable after notification — unreasonable delay is treated as a refusal, which equals a positive.
MRO review, Clearinghouse, audit binder
SAMHSA-certified lab analyzes the sample. A licensed Medical Review Officer reviews any non-negative result and contacts you about prescriptions before reporting. Final result lands in your portal binder. Any violation auto-reports to the FMCSA Clearinghouse. Annual MIS report ready for FMCSA on demand.
What's included in owner-operator drug testing membership?

How much does owner-operator drug testing cost?
We publish our prices because we have nothing to hide. Compare to anyone — the math doesn't work in their favor.
If your operation grows past one truck
Owner-operators usually start solo and grow. The day you hire your second CDL driver, the math flips: at our small fleet program ($295/yr flat for unlimited drivers), you're capped at $295 forever. Most owner-ops who add 4+ drivers switch to the fleet plan — we move you over for free, no re-enrollment hassle. If your operation grows past 50 drivers, our enterprise program adds multi-HR-manager portal access and bulk reporting.
Other things owner-operators usually ask about
- Motor carrier compliance hub — every FMCSA requirement under one roof
- Clearinghouse services — full C/TPA designation, queries, violation reporting
- Post SAP management — $240/yr return-to-duty program if you've had a violation
- CDL driver onboarding — full DQF package when you bring on your first hired driver
- FMCSA consortium enrollment — broader explainer for non-owner-op contexts
- DOT random testing program — how the random pool actually runs, all three operating models
- Owner-op drug testing — blog deep-dive
- FMCSA random testing rules — annotated
Frequently Asked Questions
Do owner-operators have to be in a drug testing consortium?
Yes. Under 49 CFR Part 382, every CDL driver operating under their own DOT authority must be in a random drug and alcohol testing pool. Solo owner-operators cannot self-administer the program — FMCSA requires a third-party C/TPA. Consortium membership is the only compliant path, and at $85/yr it is also the cheapest.
How much does owner-operator drug testing cost?
Consortium enrollment is $85/yr first driver, $25/yr each additional. DOT drug tests are $69 (member rate), BAT is $59, and a drug + BAT combo is $128. Setup is $0. We publish our pricing publicly — most competitors hide it.
Why can't I just open a the nationwide drug testing network account directly?
the nationwide drug testing network does not sell direct accounts to solo owner-operators or small fleets. Their direct contracts are enterprise-only. The only way solo CDL operators get into the nationwide network collection network is through a consortium that already holds an enterprise contract. We give you nationwide drug testing network access at member volume pricing.
How fast can I enroll and get my Certificate of Enrollment?
Enrollment online takes under 5 minutes. Your Certificate of Enrollment, Drug & Alcohol policy, and DOT guidebook are emailed to you the same day — usually within minutes of payment. New entrants pulled over at a roadside inspection or facing a new-entrant audit can be compliant by end of business.
What happens when I get selected for a random while I'm on the road?
We act as your DER. The selection comes straight to your phone via SMS plus email with the QuickApp and the nearest of 20,000+ collection sites — wherever you are that week. You walk in, give a sample, walk out. Out of state is fine. The result lands in your audit binder automatically.
Does Vertical Identity handle my Clearinghouse C/TPA designation?
Yes. We register as your designated Clearinghouse C/TPA, run your annual self-query, and report any violations on your behalf. Pre-employment queries (when you hire on with a motor carrier as a leased operator) and annual queries are $12 each through your portal.
