— What small fleets find out the hard way

Why can't small fleets go direct?

Most small fleet owners try to call a major lab direct. They get bounced. The nationwide drug testing network doesn't sell direct accounts to fleets your size — direct contracts are reserved for enterprise customers, and walk-in retail runs $90–$140/test. The only path to the nationwide network at member pricing is through a consortium that already holds the enterprise contract. That's the door we open.

1

Nationwide network access is enterprise-priced

The nationwide drug testing network covers 20,000+ collection sites across all 50 states — but direct accounts are enterprise-only. The few labs that will quote you direct charge $90–$140/test. Through us, you get the same nationwide network at $69/test member pricing — same labs, same MRO, same chain-of-custody.

2

The thin-consortium trap

Most consortium competitors sell ONLY drug testing. You still need a separate vendor for MVRs, separate for Clearinghouse, separate for background checks, separate for PSP, separate for physicals. Five accounts, five logins, five invoices, five different driver experiences. We bundle all six in one portal.

3

We're your C/TPA AND your partner — not the police

FMCSA requires a C/TPA. What we are isn't a regulator chasing your fleet down — we're the back-office partner keeping all of us compliant. For $295/yr flat you get the full driver-compliance stack in one portal: random pool, driver onboarding, MVRs, Clearinghouse queries, BOC-3, audit prep, SAP cases. Your team drives. We handle the rest.

— No other consortium offers all of this in one place

One portal. Every driver-compliance product. Member pricing.

Small fleets bleed time on vendor management. Five logins for five vendors and the data never connects. We bundle drug testing, BAT, DOT physicals, MVRs, Clearinghouse, background checks, PSP, and SAP management into a single portal at member rates. Your office staff (or your spouse running the books) only learns one tool.

$69

DOT drug test

Pre-employment, random, post-accident, reasonable suspicion. nationwide drug testing network, e-CCF, MRO-reviewed.

$59

BAT (alcohol)

DOT breath alcohol test at any the nationwide network site. $128 for the drug + BAT combo.

$119

DOT physical

National Registry-certified medical examiner. Long-form medical card upload to your portal.

$14–$40

MVR by state

Order any state's MVR through the portal — Texas, Cal, Florida, Arizona, all 50.

$12

Clearinghouse query

Pre-employment full queries for new hires plus your annual limited queries on existing drivers.

$39

Background check

SSN trace, county criminal, sex offender registry. Driver receives QuickApp consent direct.

$20

PSP report

5 years of inspection history + 5 years of crash history straight from FMCSA — required for hire decisions.

$240/yr

SAP management add-on

Return-to-duty program for drivers who failed or refused a test. Per affected driver, separate from base.

Look at any other small-fleet consortium's pricing page. You'll see drug testing and nothing else. The bundle is the difference.

— How we run randoms for small fleets

Two delivery modes. Your choice, per driver.

You're the DER for your fleet, but you're also probably still driving and dispatching. Pick the notification flow that matches how you actually run today — switch any time, set per-driver or fleet-wide in the portal.

A

Mode A: Selections to YOU, you notify

Each quarter we drop the random selections into your portal and SMS / email YOU as the DER. You pull the driver in person, hand them the QuickApp, and dispatch them to the nearest collection site. Best for tight-knit fleets where the driver is in the yard daily and you want eyes on it.

B

Mode B: We notify the driver, CC you

The driver gets the QuickApp directly from us via SMS plus email. You're CC'd on the dispatch and notified again at completion. Best for OTR drivers, leased operators, and when you don't want to be the bottleneck. Result still lands in your DER inbox + audit binder.

+

Switch any time, per driver

One driver in mode A (the kid you're training, you want to walk him in), another in mode B (the senior OTR running team). Toggle in the portal — no support ticket, no fee. Your delivery model can match the actual fleet, not the other way around.

What's included in a small fleet drug testing membership?

$295/yr flat. Every driver under your DOT covered. Same-day, no per-driver upcharge for the consortium piece, no add-ons hidden behind another paywall.

  • Certificate of Enrollment — emailed same day for every driver under your DOT, accepted by FMCSA, brokers, factoring, and insurance underwriters
  • Drug & Alcohol policy + DOT guidebook — your written company policy and operator handbook, ready to print and distribute
  • Random pool placement — every CDL driver placed in the FMCSA-compliant pool at the mandated 50% / 10% annual rates under 49 CFR Part 382
  • Medical Review Officer (MRO) — every test reviewed by a licensed MRO; non-negative results trigger a prescription verification call before reporting
  • VI as your designated Clearinghouse C/TPA — we handle pre-employment full queries for new hires and run your annual limited queries on existing drivers
  • 20,000+ nationwide network collection sites — nationwide drug testing network access at member rates ($69/test) — closed door for direct buyers your size
  • 24/7 member portal — order tests, pull MVRs, run queries, view audit binder, add or drop drivers anytime
  • 24/7 post-accident testing line — call us after a qualifying accident; we dispatch a collection within the FMCSA-required window

We publish our prices because we have nothing to hide. Compare to anyone — at 4+ drivers the math doesn't work in their favor.

When do small fleets graduate to enterprise (and when don't they)?

Most fleets in the 2–25 range stay on the $295 plan well past 25 drivers — there's no incentive to leave when the price is flat. The cutover to our enterprise program happens around 50+ drivers, when you start needing role-based access for multiple HR managers and bulk-pull random ordering. If you're still solo and growing, the owner-operator program at $85/yr first driver is the cheaper entry. We'll move you between plans for free, no re-enrollment hassle.

Other things small fleet owners ask about

Frequently Asked Questions

What counts as a "small fleet" for drug testing purposes?

For our purposes, a small fleet is roughly 2–25 CDL drivers operating under a single DOT number. The owner is usually still driving plus dispatching. Too small to staff a dedicated DER, too big to ignore Clearinghouse and random testing administration. The $295/yr flat plan covers unlimited drivers in this range — most fleets stay on it well past 25.

Why is the small fleet program a flat $295/yr instead of per-driver?

Flat-rate pricing is the wedge against per-driver consortiums. At 4+ CDL drivers the math beats $85+$25/driver. We chose flat unlimited because small fleets churn drivers and we don't want you re-pricing every time someone quits or you hire. $295 is your ceiling — add or drop drivers in the portal anytime.

Can my small fleet open a direct account with the nationwide drug testing network?

No. the nationwide network does not sell direct accounts to fleets your size — direct contracts are reserved for enterprise customers. Through VI you inherit our enterprise contract: 20,000+ nationwide network collection sites in all 50 states at member-volume pricing ($69/test). This is the same wedge that solo owner-ops face, just with more drivers riding on it.

How does VI handle our DER duties?

You're technically the DER for your own fleet, but we do the operational lifting. We run the random pool, send selections through your portal, schedule tests, manage MRO review, file Clearinghouse violations, and prepare your annual MIS report. You decide who in your shop receives notifications — typically the owner or dispatch manager. Switch the recipient anytime.

What happens when I need to onboard a new driver?

New driver onboarding runs through the same portal — pre-employment drug test ($69), MVR ($14–$40 by state), Clearinghouse pre-employment query ($12), background check with SSN trace ($39), and PSP report ($20). You queue all of it from one screen instead of using five different vendors. Driver gets QuickApp links direct from us; you don't collect FCRA consent yourself.

What if I get audited by FMCSA?

Your portal is your audit binder. Every selection, every test, every result, every Clearinghouse query, every MRO note — timestamped and exportable. We handle the auditor calls if you want, included with membership. If you're a new entrant facing your first-year safety audit, see /new-entrant-audit/.
