Enrollment & pricing
The first 5 questions in the accordion below cover signup, pricing, switching consortia, and how fast the Certificate of Enrollment lands. The short answer: it's $85 first driver / $25 each additional, the Certificate is issued same-day, and switching from another consortium has no coverage gap.
FMCSA Clearinghouse
Federal Clearinghouse rules took full effect in 2023 and are the most common stumbling block for new motor carriers. Owner-operators with no employees are required to designate a C/TPA. Member queries are $12/driver/year; one-on-one registration help is $199 if you'd rather not do it yourself.
Drug testing operations
All test types route through the same QuickApp workflow — SMS + email to the driver, walks into the nearest of 20,000+ sites, MRO review on the back end. Negative results post in 24–48 hours. Random selection
FMCSA mandates 50% annual drug and 10% alcohol random rates. Computer-generated draws, quarterly. Driver gets the QuickApp the moment they're selected; failure to report on time is a refusal-to-test. Full details at /dot-random-testing-program/.
Audits & recordkeeping

Questions we hear daily
How do I enroll in the DOT drug testing consortium?
Go to /fmcsa-consortium-enrollment/, enter your DOT or MC number, add the safety-sensitive employees in your pool, select your plan, and pay. Most enrollments complete in under 10 minutes. The Certificate of Enrollment is issued the same business day and is sufficient for FMCSA new-entrant audit purposes.
How much does consortium membership cost?
Owner-operator pricing starts at $85 per year for the first driver and $25 per year for each additional driver. Fleet 295 (a flat-rate plan for fleets up to 295 drivers) is $295 per year. All plans include random drug + alcohol selections, MRO review on every test, and Clearinghouse violation reporting.
Do I need to be a member to order a single drug test?
No. Non-members can order a one-time DOT drug test or a la carte service (MVR, BGC, PSP, CHQ, physical) at orderlabtest.com. One-time orders run higher than member rates because they do not include the year-round random pool, MRO retainer, or Clearinghouse coverage.
How fast do I get my Certificate of Enrollment after I sign up?
Within 1 business day in most cases — often same-day if enrollment is completed before 3 PM Arizona time. The Certificate is delivered as a PDF to the email on file and is also available in the member portal at members.verticalidentity.com.
Can I switch from another consortium without a coverage gap?
Yes. Enroll with us, and your effective date is the day your membership starts — there is no gap. We recommend not cancelling your prior consortium until you have your Vertical Identity Certificate of Enrollment in hand.
How do I register with the FMCSA Clearinghouse?
Go to clearinghouse.fmcsa.dot.gov and create an account using your login.gov credentials. You will need your DOT number and FMCSA portal credentials. Vertical Identity also offers one-on-one Clearinghouse registration assistance for $199 if you would prefer help.
How do I run a Clearinghouse query?
As a designated C/TPA, Vertical Identity runs Clearinghouse queries on your behalf for $12 per driver per year. This includes both pre-employment full queries (required before hiring a CDL driver) and annual limited queries (required once a year for every CDL driver).
What is the difference between a full and limited query?
A full query reveals whether the driver has a violation. A limited query reveals only whether there is information in the Clearinghouse — without specifics. Pre-employment hiring requires a full query. Annual continuing-employment checks require a limited query (or a full query if you want the details).
Do I have to designate a C/TPA in the Clearinghouse?
Owner-operators (carriers with no employees) are required by 49 CFR Part 382 Subpart G to designate a C/TPA. Companies with W-2 CDL drivers may handle Clearinghouse queries in-house, but most use a C/TPA to streamline the workflow. Vertical Identity members can designate us as their C/TPA in 30 seconds.
How do I schedule a drug test?
Members order in the portal at members.verticalidentity.com/account. Pick the test type (random, pre-employment, post-accident, return-to-duty, follow-up, reasonable suspicion), and we route the driver to the nearest of 20,000+ collection sites with a QuickApp delivered by SMS and email. Non-members order at orderlabtest.com.
What is a QuickApp?
A QuickApp is the digital authorization a driver receives by SMS and email when a test is ordered. The driver clicks the link, e-signs the FCRA consent, and walks into the collection site. The site already has the order — no paperwork on either end.
How fast does a drug test result come back?
Negative results typically post within 24–48 hours of collection (lab analysis + MRO sign-off). Non-negatives take longer because the MRO will contact the donor to verify any prescription medications before reporting the final result. Hospital and rural collections can take longer due to specimen transit time.
What happens if a driver tests positive?
A positive (or refusal) is filed to the Clearinghouse by the C/TPA on the carrier's behalf within DOT timelines. The driver must then complete the SAP Return-to-Duty process: SAP evaluation, treatment, follow-up testing, and a negative return-to-duty test before resuming safety-sensitive duties. How are random selections made?
FMCSA requires 50% drug and 10% alcohol annual random testing rates for the pool. We use a scientifically valid computer-based random number generator to select drivers each quarter. Selected drivers are notified by email and SMS through the DER (or directly if the carrier is an owner-operator).
What if a selected driver does not test in time?
Driver must report immediately upon notification per 49 CFR 382.305. Unreasonable delay is treated as a refusal to test, which carries the same consequences as a positive result (Clearinghouse filing, SAP process required). Our random program automatically tracks notification-to-collection time and alerts the DER when a driver is dragging.
What do I need for a DOT new-entrant audit?
A current drug & alcohol testing policy, a complete driver qualification file for every CDL driver, proof of consortium enrollment (your Certificate), testing records (last 12 months minimum), Clearinghouse registration, and the MIS report when applicable. What records do I need to keep, and for how long?
Negative drug test records: 1 year. Positive/refusal records: 5 years. Annual MIS reports: 5 years. Random selection logs: 2 years. Driver qualification files: duration of employment + 3 years. Vertical Identity stores all of these in your member portal automatically — you can pull any record at any time.
When am I billed?
Annual subscription fees are billed at enrollment and on the renewal anniversary. A la carte tests are billed at the time of order — payment is required before the QuickApp is sent to the driver. Auto-charge credit card on file is supported; ACH is available for fleet accounts.
Can I get a refund if I cancel mid-term?
Subscription fees are non-refundable once the Certificate of Enrollment has been issued (per 49 CFR consortium reporting rules). A la carte services can be cancelled before execution for a $10 administrative fee. See /fmcsa-consortium-terms/ for the full refund policy.
