A DOT consortium costs an annual membership plus a per-test fee each time a test happens. At Vertical Identity the owner-operator plan is $85 per year for the first driver, each additional driver adds $25, and the flat fleet plan is $295 per year for unlimited CDL drivers. Tests are billed only when they occur, starting at $69 for a DOT drug test.
Last updated October 12, 2026. Vertical Identity prices are current as of this date; competitor prices are per their published pages as of July 2026.
Key takeaways
- The membership pays for being in a compliant random pool and having a C/TPA run the program. It is not the cost of testing.
- You pay per test only when a test happens: $69 for a DOT drug test, $59 for a breath alcohol test, $119 for an observed return-to-duty or follow-up test.
- A solo owner-operator uses the $85 plan. A carrier with several drivers compares the per-driver math against the flat $295 fleet plan.
- Pre-employment testing is a separate requirement that applies before any driver performs a safety-sensitive function.
- The cost of skipping a program is a failed audit, not a saved fee.

If you want to line Vertical Identity up against other providers, read our companion post, DOT consortium pricing compared. This post explains what each of our cost lines is and who needs which plan.
What does a DOT consortium membership cost per year?
Membership is a yearly fee, priced per DOT number. At Vertical Identity:
| Plan | Price per year | Who it fits |
|---|---|---|
| Owner-operator (first driver) | $85 | A solo owner-operator or a carrier with one CDL driver |
| Each additional driver | $25 | Small carriers adding drivers one at a time |
| Fleet plan | $295 | Unlimited CDL drivers on one DOT number |
The membership is not the cost of testing. It is the cost of being placed in a compliant random testing pool and having a C/TPA (consortium/third-party administrator) administer the program: running selections, issuing your Certificate of Enrollment, keeping your records and providing the written policy FMCSA expects you to have.
What does the membership include?
Included with the annual membership:
- Placement in an FMCSA-compliant random testing pool and ongoing random selections
- A Certificate of Enrollment, issued the same day
- The standard written drug and alcohol policy
- Selection notices and reminders until the test is completed
- Random selections visible in the member portal
- Member pricing on every drug and alcohol test
- Test scheduling at collection sites nationwide, with MRO review included in the drug test price
- Designation of Vertical Identity as your C/TPA in the FMCSA Clearinghouse
- Access to the Post-SAP program for drivers returning to duty after a violation
- Driver Qualification Files (DQF) software for approved members (some DQF features are still being released)
Not included in the membership: the cost of individual tests, Clearinghouse query credits that FMCSA requires the employer to buy, and optional services such as a custom policy.
What does each test cost?
Tests are billed per occurrence at member rates:
| Test | Vertical Identity member price |
|---|---|
| DOT drug test (pre-employment, random, post-accident, reasonable suspicion) | $69 |
| Breath alcohol test (BAT) | $59 |
| Observed return-to-duty or follow-up drug test | $119 |
| DOT physical | $129 |
The $119 observed test is the $69 base DOT drug test plus a $50 observation surcharge. Return-to-duty and follow-up urine collections must be directly observed (49 CFR §40.67), which is why that test is a separate line. Where the driver goes is a collection site; the specimen is analyzed at a SAMHSA-certified laboratory.
Which plan fits which carrier?
- One driver (a solo owner-operator). The $85 plan. You are both the employer and the driver. FMCSA requires a third-party C/TPA to administer a random program, because a pool of one cannot be random.
- Two to a handful of drivers. The $85 plan for the first driver plus $25 for each additional driver. For example, a four-driver carrier pays $85 plus three times $25.
- A larger fleet. Compare your per-driver total with the flat $295 fleet plan. Once the per-driver total reaches the fleet price, the fleet plan is the one to pick; it also removes the per-driver math when you add drivers.
- A carrier that hires often. Plan for pre-employment tests on top of the membership, at $69 each, since every new driver needs one.
Work through the numbers for your own driver count. If you cannot tell which side of the line you are on, call us and we will check it with you.
What are the one-time and situational costs?
Some tests cost money only in specific situations. None of them is part of the flat membership:
- Pre-employment test. Required before a driver first performs a safety-sensitive function, with a verified negative result (49 CFR §382.301). Billed at the DOT drug test price.
- Post-accident test. Required after certain accidents under 49 CFR §382.303. Billed at the same drug and alcohol test prices.
- Reasonable suspicion test. Required when a trained supervisor observes signs of drug or alcohol use (49 CFR §382.307). Billed at member test prices.
- Return-to-duty and follow-up tests. Required after a violation, directly observed, and billed at $119. A driver in this situation also needs a managed program; ours is the Post-SAP Management Program at $240 per year, and a first year at the minimum plan comes to $1,073 (program fee, return-to-duty test and six follow-up tests). See return-to-duty testing for the process.
- DOT physical. A medical card is required to drive. A DOT physical is $129.
How does the Clearinghouse fit into the cost?
Under 49 CFR §382.701, employers query the FMCSA Drug and Alcohol Clearinghouse for each driver. How the cost splits:
- Vertical Identity acts as your C/TPA in the Clearinghouse as part of membership. Some consortiums charge for that designation.
- FMCSA requires the employer to buy query credits in its own Clearinghouse account. We cannot buy them for you.
- Once you are a member, we run each query for you at member pricing. FMCSA’s query credit is a separate cost.
Ask any provider you are considering the same three things: do they charge for C/TPA designation, who buys the query credits, and what do they charge to run the query.
What does a year look like in practice?
A walk through the cost lines for a three-driver carrier with no hires and one random selection:
| Line | Amount |
|---|---|
| Membership, first driver | $85 |
| Two additional drivers | 2 x $25 |
| One random DOT drug test | $69 |
Now vary it. Hire one driver and add a pre-employment test at $69. Have a random breath alcohol selection and add $59. Move to 12 drivers and compare against the flat $295 fleet plan.
Random selection means most drivers are not picked for a test in a given year, so the average annual testing spend per driver is a fraction of one test. The membership is usually the largest predictable line, and tests are the variable one.
What does going without a program cost?
An owner-operator operating under their own authority cannot lawfully skip a program. 49 CFR §382.103 applies the testing rules to employers and drivers of commercial motor vehicles that require a CDL, and a one-person operation cannot run a valid random pool by itself.
A missing or lapsed program shows up in a new-entrant safety audit and when a broker or shipper asks for proof of enrollment. Weighed against a yearly membership, the real cost of skipping is a failed audit, lost loads or risk to your authority. For a closer look, read consortium membership versus going it alone. If you are still choosing, see how to choose a DOT consortium and the steps in the enrollment guide.
Frequently Asked Questions
How much does a DOT consortium cost per year?
At Vertical Identity the owner-operator plan is $85 per year for the first driver and $25 for each additional driver. A flat fleet plan covers unlimited CDL drivers for $295 per year. Tests are billed separately when they occur.
What is included in the consortium membership fee?
The membership includes random pool placement and selections, a same-day Certificate of Enrollment, the standard written drug and alcohol policy, selection notices and reminders, member test pricing, test scheduling, and Clearinghouse C/TPA designation. It does not include the cost of individual tests or the Clearinghouse query credits FMCSA requires the employer to buy.
How much does a DOT drug test cost with a consortium?
A DOT drug test is $69 at Vertical Identity member rates, and a breath alcohol test is $59. MRO review is included in the drug test price. You pay only when a test happens.
How much do return-to-duty and follow-up tests cost?
An observed return-to-duty or follow-up drug test is $119, made up of the $69 base test and a $50 observation surcharge. Observation is required by 49 CFR §40.67. The Post-SAP program that manages the schedule is $240 per year.
Is there a setup fee to join?
Our published pricing consists of the membership and the per-test fees described in this post. If any provider quotes a setup or activation fee, ask exactly what it covers before you pay.
Do I pay for tests I am not selected for?
No. Random tests are billed only when a driver is selected and tested. The membership is a separate annual fee.
Does the price go up if I add a driver?
On the owner-operator plan, each additional driver adds $25 per year. On the flat fleet plan at $295, adding drivers does not change the price.
Do I need a pre-employment test as well as the membership?
Yes. A pre-employment drug test with a verified negative result is required before a driver first performs a safety-sensitive function (49 CFR §382.301). It is billed at the DOT drug test price, separately from the membership.
What does the Clearinghouse cost?
We act as your C/TPA in the FMCSA Clearinghouse as part of membership. You buy query credits in your own Clearinghouse account because FMCSA requires the employer to, and we run each query for you at member pricing.
Do I have to join a consortium as a single-truck owner-operator?
If you operate a CDL-required vehicle under your own authority, you are the employer and need a testing program. A random pool of one is not random, so a third-party C/TPA is the practical way to meet the requirement.
Are the competitor prices in your posts current?
Competitor figures appear in our other posts, such as the Post-SAP follow-up testing cost article, and are quoted from providers’ published pages as of July 2026. Verify them when you buy because providers change pricing without notice.
